European Commission 

It is a global approach of intermodal transport systems on a European scale (including the functioning of terminals and networks to forward maritime containers and for continental combined transport). The entry point is the quality of service (characterised by 7 indicators) which is one of the main handicaps to the development of intermodal transport.. A model named SIMIQ tackled the question of an optimal localisation of hubs. IQ follows the project “Quality Label” (1994) realised for the Commission on quality criteria for intermodal terminals in Europe.

1998-1999 PROMOTIQ European Commission The main objectives of the PROMOTIQ project were to identify the opportunities and the barriers for actors to evolve towards a new generation of door to door transport services and to propose guidelines for their promotion and their establishment in the market. The aim of a new generation of services and operators is to reduce friction costs, to favour modal integration and logistics operations along a chain and to improve the quality performance.
1998-1999 LOGIC European Commission The main objective of the LOGIQ project is to identify actors in the decision-making process and to provide information on underlined criteria and constraints employed by them for using intermodal transport. The project will contribute to define the legal, organisational and operational transport requirements arising to the development of concepts related to access to information and day to day business practices.
1996-1999 SCENARIOS (Co-ordination) European Commission

Definition of reference scenario for the whole European countries – demography, GDP and foreign trade, structure of production, regional dynamics in order to provide a common framework of analysis implied in several other projects, in order to test several hypotheses of transport policies (liberalisation, harmonisation, achievement of transeuropean networks).

1998-2000 SCENES European Commission

SCENES is a prolongation of SCENARIOS with extension of the transport network to the East and improvement of projection tools for freight and passengers. In SCENES a global European model has been applied in parallel with specific "modules" or national models in order to detail the impact of external variables. The consortium was co-ordinated by MEP from Cambridge with a strong involvement of IWW (Germany) and NESTEAR team.

1997-1999 EUFRANET (co-ordination) European Commission

Concept of “fret priority network”. The project implied directly big European railway companies, SNCF, DB, SJ and FS.
EUFRANET includes a model of railway exploitation simulation showing the differences between results of exploitation modes considering a given configuration of European flows.

  SOFTICE-1 European Commission

The goal of this project is road prospective with analysis of consequences of road costs on the organisation of transports and on the structuring of flows.

1996-1999 et 1998-2000 TENASSES and CODETEN European Commission

Projects on assessment of projects and policies. CODETEN is an extension of TENASSES approach focusing on the transport policies of Central European countries. A method called DECODE has been settled integrating classical assessment methods (cost/benefit analysis, muticriteria analysis), an analysis of types of obstacles to the implementation of policies and the study of solutions which can be brought (decision oriented approach in the programme planning).

THINK-UP

THINK UP, thematic network which concerns projection of tendencies on European scale by market segments, for goods and passengers. THINK UP objective is to develop a common understanding of the evolution of transport, stressing existing differences between segments and the conditions required for modal shift.

European Commission

Thematic network on Alps crossing. Its goal is to synthesise the work already done and to co-ordinate the work to do in order to help decision makers on this subject.

Acronym of « Scanning the Potential of Intermodal Transport. Its goal is to analyse, develop, test a tool in order to allow to different users to assess the real potential of intermodal transport

« Improvement of Intermodal Freight terminal operations at border crossing terminals including CEEC’s ». It aims to identify and test innovative solutions to improve operations on border crossing terminals between EU and Central and Eastern European countries.

Acronym of « Defining and Evaluating a Strategic Transport Infrastructure Network in the Western Mediterranean » in order to focus and apply a Decision Support System (DSS) to identify and assess a transport strategic network in Western Mediterranean .

2001-2004 FORESIGHT European Commission « A Foresight exercise to help forward thinking in transport and sector based policy integration » aims to identify the political consequences of non-transport policy on transport sector.

 « Integration of Sea Land Technologies for an efficient Intermodal Door to Door Transport ». This project is concentrated on the realisation of an integrated transport system for freight in using the most promising and innovative technologies.

 « Core Database Development for the European Transport Policy Information System (ETIS) aims to elaborate a broaden data system at European scale in order to measure the effects of political decisions and help to the control of this policy. ETIS is created in order to help decision makers to assess CTP (Common Transport Policy)

It is a research project on GIS development at European level. NESTEAR is more specifically in charge of transport network development in compatibility with GISCO;

It is an accompanied measure with partners representation of all Mediterranean countries in order to articulate TEN and MEDA networks. One objective is to develop a methodology for identification of priority corridor in EUROMED region.

2003-2004 TEN STAC European Commission

Scenarios, traffic forecasts and analysis of corridors on the trans-European network. TEN STAC aims to supply a common basis for scenarios and traffic projections for TEN T revision in 2004. After the definition of TEN priority projects published by the Commission in December 2003, TEN STAC consortium is providing a socio economic evaluation of the priority projects.

 « Cross border Information Technology » aims to focus techniques and tools in order to improve fret rail transport reliability in the border crossing.

« Assessment of the Contribution of European Combined Transport to Environmental Policy Goals : Reduction of the Transport related Carbondioxid Emission to hamper the overall temperature increase (Greenhouse effect) - PACT study co-ordinate by UIRR (Union Internationale des Sociétés de Transport combiné rail-route) in order to assess CO2 reduction  brought by the transfer from the road to the rail in using combined transport.

Central objective: establishment of a substantial core network predominantly dedicated to rail freight with:

  •  Increase of speed
  •  Enhancement of reliability to a level equivalent to road transport
  •  Reduction of operating costs (capital, rolling stock and labour productivity gains, economies of scale...)
  •  Rail capacity increase: more homogeneous speed of trains, removal of bottlenecks
  •  Optimal use of new high-speed lines in combination with existing lines for the supply of large quantities of high-quality paths for freight

Transport Needs Assessment for Turkish Infrastructure
The overall objective of the project is to initiate the development of a multi-modal transport network within the Republic of Turkey, extending the European Union's TEN-T into the territory of Turkey, and towards vital regions of middle and far East, Caucasus and further beyond. Like in the original TINA process, the TINA network in Turkey is meant to be multi-modal. In this context, the project will study (i.e. define and assess) a network in Turkey, comprising of road and railway sections, ports, airports and terminals. All these modes will not be studied separately, but as a unique, integrated transport system.

Definition of a rail traffic model (D2S2) for RFF (infrastructure) including a supply and demand model. In this model the French network is inserted within European network. The model includes generation/distribution/modal split (including intermodal transport)/assignment. A specific work has been made on assignment of trains on the network. D2S2 has been based on the experience of EUFRANET with new supply and demand modelling developed by NESTEAR.

This project coordinated by NESTEAR implies the organisation of seminars where most recent developments in France and Europe are presented so that, at the end, NESTEAR can propose a new “cahier des charges” for a French transport model which will be used for infrastructures evaluation.

Assessment of Impact of public policies on organisation of road transport operators
ADEME

In parallel to network models NESTEAR is developing behaviour models using system dynamic modelling applied to transport shippers and operators which address logistic organisation, including implementation of distribution and consolidation centres. This approach is presently applied in order to assess effects of different incentive measures in order to reduce CO2 emissions of transport for the ADEME, the French Environmental Agency.
