It is a global approach of intermodal transport systems on a European scale (including the functioning of terminals and networks to forward maritime containers and for continental combined transport). The entry point is the quality of service (characterised by 7 indicators) which is one of the main handicaps to the development of intermodal transport.. A model named SIMIQ tackled the question of an optimal localisation of hubs. IQ follows the project “Quality Label” (1994) realised for the Commission on quality criteria for intermodal terminals in Europe.

The overall objective of the project is to initiate the development of a multi-modal transport network within the Republic of Turkey, extending the European Union's TEN-T into the territory of Turkey, and towards vital regions of middle and far East, Caucasus and further beyond. Like in the original TINA process, the TINA network in Turkey is meant to be multi-modal.
